The Putnam County website states that no permits have been issued for the property at 101 Mahan Rd., lot 381. We flew a camera drone up from Circle Lake and picked out the photos shown below. They have been cropped and magnified because it was kicking up a lot of sand, leaves and etc. when it got close to the ground. A septic system has been put in and a camper has been parked on a foundation prepared for that purpose. President Troy Weaver was really into the reporting of code violators on property in the boonies for this same type of violation. Then turns a blind eye when it happens on property in this HOA. This is a clear violation of the Governing Documents yet this President and the Board refuse to do anything. Instead, the members are told to report their neighbors to code enforcement. This Board couldn’t govern its way out of a parking lot.
It's possible but not likely the county website is not up to date. Someone put up a “job site board” but we were told it doesn’t contain any documents. It does give the appearance that everything done on the property is permitted and inspected. This is another property in the HOA that was purchased by a corporation. This one is different in that it will be used by this corporation; it wasn’t bought for resale. The Articles of Incorporation (Charter) can be viewed at the bottom of this page. There is reason to be concerned.
A whole section of this website could be dedicated to properties in this HOA that violate County Codes and/or the Governing Documents. The property next to this one is also in violation of codes and the governing documents. If you get a notice from this HOA threatening you with a fine and/or annulling your membership rights for any reason other than a financial obligation, contact us or have your attorney contact us.

June 2026
It’s now June 2026 and big changes have taken place since the above post. The Directors blew-off that information and have done nothing about that property ever since. That’s to be expected, the annual lot fee is being paid and not much else seems to matter to them. The photos are not being updated at this time. You can go past the property and see for yourself.
You can view/download the corporation’s Annual Report filed with the State of Florida. 101 Mahan has been set up as a 911 address. Their Florida Registered Agent maintains an office at that street address because the law states in part; A Florida corporation is required to appoint a Florida registered agent to receive service of process, legal notifications, and other official state documents for the business. You can appoint an individual Florida resident to be your Florida registered agent (including yourself), or you can hire a commercial registered agent service to do it for you. Either way, your Florida registered agent must:
• Maintain a physical address in Florida (not a PO Box or Florida virtual address); and
• Be available at that Florida address during normal business hours.
You may be asking yourself why the taxes on that property are under $130.00. The reason for that is not a single permit was pulled for any of the improvements on that property. So, the Putnam County Property Appraiser lists it as vacant with no improvements. All this and more have occurred with the blessing of our Board of Directors!
Don’t think for a second that this is an isolated case.
